Work on the “Jena 2035+ Cycling Plan” began on 1 February 2022 and was completed with the adoption of the resolution on 21 March 2024. The firm commissioned to carry out the work was Planungsgesellschaft RV-K mbH from Frankfurt am Main, which has a branch in Jena.
The cycling plan was drawn up with the direct involvement of the Cycling Advisory Board and the Radentscheid Jena initiative. The Advisory Board for People with Disabilities was also directly involved. Other key stakeholders and advisory boards were consulted on a regular basis and as and when required.

Second online consultation on 30 September 2022 successfully concluded
Within a month, around 1,200 comments were submitted as part of the second online consultation on the Jena 2035+ Cycling Plan. This information is now being used to revise the recommended measures and prioritise them.
Following the resounding success of the first online consultation on the Jena 2035+ Cycling Plan in March 2022, the second consultation was also very well received. During this second consultation, the network and the recommended measures developed to date were presented and were open to comments and ratings. In total, 1,200 comments were received, along with more than 8,000 ratings via ‘thumbs up’ and ‘thumbs down’.
Mayor Christian Gerlitz is delighted with the once again above-average level of participation from Jena’s residents:
“This committed participation – which is certainly time-consuming for individuals – shows me that there is a great deal of interest in finding good solutions for cycling in Jena. This gives us in the city administration a boost as we continue our work and move into the subsequent implementation phase.”
The platform, featuring all comments and ratings, remains availableonline.
At the same time, consultations took place with the district councils as part of public participation forums. Here, the representatives of the districts were able to engage directly with the planning office and the relevant officials from the City of Jena.
The feedback is now being used to refine, adapt and prioritise the recommended measures.

Results of the first online consultation
Mayor Christian Gerlitz is delighted with the large number of submissions:
The high level of participation once again demonstrates the great commitment of the citizens of Jena. We can now provide the planners with a wealth of input, ensuring that this extensive local knowledge is incorporated into the planning process. The planning is therefore being carried out in close alignment with the needs of the people of Jena.
In the next step, the commissioned planning consultancy will review the feedback from the consultation during an on-site inspection. A cycle network for the city of Jena will then be drawn up. In addition to the feedback from the online consultation, this will also take into account the origins and destinations of cycle traffic, such as schools. The network is designed to ensure that all residential areas are connected and also takes into account districts in rural areas. The plan is being drawn up in close consultation with a specially formed working group, which includes not only the City of Jena’s cycling officer but also representatives from ‘Radentscheid’ and the Cycling Advisory Board.
Planning for the measures required for this cycle network will begin in summer 2022. During this phase, there will be further opportunities for interested members of the public to get involved. The cycle plan is scheduled for completion in summer 2023.
